Does anyone know whether the Feinberg WTX bk 2 is available in US, and if so
on what label?

It's available on Russian Compact Disc RCD 16231, the whole set. Why do you keep talking about book 2 only? This set is sometimes out of print. I just got the last issue in stock from CD Now, but it's listed on back-order or special order on other on-line sites, such as Amazon.com etectera. Allan Evans of Arbiter Records said he'd seen the set in Tower Recortds, Manhattan. Try to get it - sure is good!
