You are correct that Gould did perform the concerto at the Stratford festival on July 7, 1963 (it was under Mario Bernardi, if you are interested)....but I never realized that there is (or was?) a recording made of this performance...I'd love to hear it myself.

The reason I think I read somewhere that GG didn't finish recording this concerto is that the conductor with whom GG was working with at the time, one Vladimir Golschmann, suddenly died, and GG was too hurt to finish the project with another conductor.  He was also planning to rerecord the d-minor concerto with Golschmann, which he wanted to replace the one he did with Bernstein years before, but this also never came to be, because of the death.

That's all I know off the top of my head. I hope it helps somewhat.
